My guess is that it's a stole of some sort, given the unusual shape. and that Mr. Artistic-Advisor Pants picked out the colors.

I think Mr. Pants will be having a birthday soon so I'm guessing he picked the colors and it will be done by March. Anti-gravity suspenders?
